Instructions
- Preheat your oven to 350°F (175°C).
- In a bowl, combine glutinous rice flour, sugar, cocoa powder, and baking powder.
- Add water, vegetable oil, and vanilla extract to the dry ingredients.
- Mix until smooth and fold in chocolate chips.
- Pour the batter into a greased baking pan.
- Bake for 25-30 minutes or until a toothpick comes out clean.
- Let cool before cutting into squares.
